JRJoanne Roulston has worked in social services and public health since beginning her career as a child protection social worker in 1988. She has worked in front-line social services for families and children, and in health promotion and social development for families and children, people with disabilities, and seniors. Joanne has worked as federal government executive and leader in research and policy development on poverty and income security, child development, family services, accessibility for people with disabilities, and public health.

Joanne is a recognized expert in these matters and has presented to several Parliamentary Committees on income security, poverty,and children’s programming, and to the Organization for Economic Co-operation and Development as a national expert on children’s programming, and has provided briefings to senior members of the federal Cabinet and Official Opposition. She has written numerous government and academic reports on poverty, welfare, child development, programs for children and families, pensions, and disability.

As a senior federal government manager, and as a union official, Joanne has an extensive background in both sides of labour-management relations. Joanne has represented management in formal negotiations with labour representatives, and in grievance and classification matters. She has also represented union members in her capacity as a union steward.

Joanne is a trained mediator and an associate member of the Ontario Association of Family Mediators, or OAFM, and is the current vice-president of the Ottawa chapter of the OAFM. She is also a registered social worker with the Ontario College of Social Workers and Social Service Workers, and a member of the Ontario Association of Social Workers. Joanne has more than 20 years of experience in research and program evaluation and is a member of the Canadian Evaluation Society.

Joanne holds a BA from Carleton University, a BSW (First Class Honours) from Lakehead University, a Graduate Diploma in Conflict Resolution from Carleton University, and a MSW from Carleton University.
